The company policy is based on very low prices for the end customers, so every one around the world can sign up on reasonable prices. Since Go Daddy is a registrar and not only a host, they can afford to provide very low prices on the domains and they put a serious marketing campaign for this, so they can gain more hosting customers this way.

The best price however is not always the best product :

1) With the very low rates on the domains, this is an attractive host for absolutely everybody, which means that a lot of people with bad intentions also get signed up with them. The result is usually blacklisted mail servers and this means that you cannot send mails to AOL, Hotmail, Yahoo and etc. Of course this is not always the case, but from experience people never check things like that before they get into a dead end situation.

2) Low rates are attractive and to another type of abusers. The first place is for people using shared hosting servers with sites that require a whole server in order to run smoothly. This means that your server will get overloaded and mostly the web (Apache) server and the database (MySQL) server will not operate correctly. Usually these are the two services on one server that are brought down.

At the end Go Daddy is one of the best companies to purchase domains and also SSL Certificates, but not the most reliable as a host.
